Structural stability evaluates whether funding, governance, staffing, and transition planning are resilient enough to withstand change, stress, or unexpected events.

This brief self-assessment highlights potential vulnerabilities across four key pillars:

Answer each question with Yes or No.

Pillar 1: Funding & Compliance

  • Is caregiver classification (employee vs contractor) formally documented?

  • Is there a secondary person who understands the funding structure and reporting requirements?

  • Are funding reports reviewed internally before submission?

Pillar 2: Care Structure

  • Are caregiver roles and responsibilities documented in writing?

  • Is there a defined process for reviewing performance and addressing concerns?

  • Is backup staffing identified in case of sudden absence?

Pillar 3: Governance

  • Is a successor guardian or decision-maker formally identified?

Scoring & Interpretation

Count the number of ‘No’ responses across all 12 questions.

  • 0–3 Gaps: Moderate Vulnerability — System appears generally stable, though improvements may enhance resilience.

  • 4–6 Gaps: High Vulnerability — Structural weaknesses may create risk if circumstances change.

  • 7+ Gaps: Structural Instability — Immediate structural review is strongly recommended.
